The Mark I Boiling Water Reactors, like the one at Vermont Yankee, are the most vulnerable to terrorism. Their fuel pools containing millions of curies of high level waste are located seventy feet in the air outsisde of containment. The Chernobyl accident released over two million curies of high level waste; Vermont Yankee has in its fuel pool over forty-one million curies. The National Acadamy of Science acknowledged that the fuel pools at reactor sites are all vulnerable to a terrorist attack. The Natiional Governors Association has described them as "pre-deployed weapons of mass destruction."
